I've been planning to buy it but it says in the description not to use it in Trainz 2009 but I don't understand that because Trainz 2009 is compatible with older content.

This is pretty normal with most software. The older versions can pretty much be migrated to the new version, but the newer stuff can't be downgraded.
Most 2006 content can be repaired, which means it will work in TRS2009 and up. Again, this comes down to the error-level reported that's more scant in TRS2006 versus TS2009-TS12.
The errors, by the way, are usually pretty easy to fix too, with many of the problems being missing shadows, textures, and config.txt file typographical errors. PEV makes a nifty set of tools that will fix a majority of the problems related to shadows and textures.
I seem to recall only a few assets even needing fixing to work in TS2010. I want to say it was something like 5, but whatever it was, I had it running in no time.
