I reskinned his P32 and I'm wondering how other people were able to release reskins of his P32. Do I need to get permission from trw1089 to release it, or not?

The general rule is don't release anything without permission first.

Read the copyright in the config.txt file and get his contact information.

He doesn't include a license statement in the last one I see uploaded on the DSL so the principle of law at least in America is that no permission given means no permission can be assumed. As for what others have done is an open question. Perhaps they asked and were granted permission or they released without permission.

To be honest, it is a very simple mesh. I wouldn't be inclined to download any re-skin of that mesh.
