The '2009' under the content title just means that content author has made the content compatible with earlier versions (ala: TS 2009 and up) It's not really representative of how 'new' the content really is - that info is shown by the 'first uploaded' date underneath. As a general rule in my experience the Black Pages will usually show the most recently uploaded content first, but it is somewhat unpredictable.
