direct x 9 cause a performance drop?

I downloaded directx 9 and it seems as though the frame rate has dropped off a bunch , is that possible? Im not sure if its that or maybe some content I have downloaded. I see that the Trainz main menu recognizes direct x 9 as it shows it in the upper left corner of the screen for a second when you first open the menu. I believe the frame rate was around 100 most of the time and now Im around 30 to 50. This may be normal for the equipment Im using and I guess Im wondering what normal is. I would appreciate any help with this. Im using Win 7 64 bit with direct x 11 , XPS laptop 1-5 480m 2.66ghz Nividia geforce 420m and 4gb ram. Also I have not made any changes to the video or any other settings.
 
If you have followed my instructions in my sticky thread correctly, then it may be worth changing between OpenGL and DirectX in the Trainz options or vice versa.

If it does not improve, there is a chance that a piece of content (possibly a piece of faulty content) is causing issues, as mine (which is also Windows 7 64-bit with DX9 + 11) usually runs at >300 fps on the main menu in DX mode.
