Content Manager V1 Trainz 2006

When I try to download something the following
1. Connecting
2. Downloading
3. Installing

The connecting and downloading are very quick (seconds). The Installing ran all night before I killed it. I have tried everything that I could find in previous posts. I am the administrator of my machine. I am running XP with SP2. I do not have a proxy. I told my firewall (McAfee) to give full access to Content Manager. I still can sit and watch it install forever, nothing seems to happen.

DLS Dead

I got exactly the same result the only difference is I have XP with SP3 and TR2009.
I have tried instaling TR2004 but as soon as I hit the download helper I get a message saying Internet Explorer is unable to load this page.

I was wondering if anybody has downloaded anything in the last 48hrs
