Start from a GTX1060 6 gig card and drive it with an i5 add in 8 gigs of memory and that's the basic system needed.

A 1060 sounds a bit much I'm running nearly close to maxed-out with an R9 280, AMD FX63000 + 8GB. Of course at the time it was $700 so somewhere around the price today can get you a very good TANE machine.
 
You might want to take a look at this, which is around your target price point (I think the price has dropped a bit since the video was made). Only thing lacking is an SSD, but that could be added if needed.

But don't expect to run TANE 'maxed out at highest settings' for every route / session, even on the latest and greatest hardware. I have and i7 and a GTX 1080 and there are fantastic looking routes where I need to drop one or more settings to maintain 30 fps or more. It's a shame that no YouTube reviewers ever include simulation applications such as Trainz or P3D in their benchmark tests.
 
I would have to say, for graphics you want the GTX 1060 6GB AT LEAST if you plan on running T:ANE at high or ultra settings. I made that mistake. I didn't do proper research before buying my XFX RX480 8GB, I just assumed it could run T:ANE at max settings with no trouble, but alas, it just couldn't handle it. Now I have it all all maxed out, except for my shadows on medium, hovering around 40 FPS. If I had saved another paycheck, I probably could've jumped to the 1070. The hardest part now is trying to find a proper reason to upgrade it again, when every other game I have runs beautifully on it.
