Basically they are starting from scratch and think electric trains would be best for commuter routes. There are some outlying places that have rail but they would be diesel and that doesn't work to well with a tunnel.
So they have to dig a tunnel and define the requirements. They have some background papers on the web if any one wants to read through them.
