Changing night-mesh hours

Hello!
Is it possible to change time of switching on night meshes? I think it may be possible, because in TC 1&2 street lights were turning on at 6 pm and it was acceptrable, but in TS2010 they begin lighting at 4.45, which is really annoying. I know that I can change times of twilight and dawn in enviroment box but it's not what i'm looking for.

The only control I know of is the 'nightmode' tag (with possible values of car, lamp, home, constant and none) but it doesn't really allow adjustment of the time the lights come on.

I wish it were, I have often wanted more control of that feature. I also wish I could make a model appear only during the day, as I can currently make models appear only during the night!
