Car traffic problems trs2009

I used search for my problem but I didn't found an good answer,

the problem is that I am making a fictional japanese route where I want to use japanese car traffic.
I have set the geographical region in edit route to rural Japan or Kyoto Japan and it works, but when I go to driver after saving or restart the game it doesn't work anymore and also in the editor when I return back untill I press edit the route again, any solutions for this problem?

I solved the problem after reading this thread http://forums.auran.com/trainz/showthread.php?t=58934 But I found this thread using google after I didn't found an sollution using the search.
