What things will consume what products varies depending on the product, but between the Seaport and the Airport, those cover most of the products. The container yard uses general goods to create 20ft/40ft containers. For logging IIRC you can use logging camp to make logs, saw mill to make lumber and woodchips, paper mill to make general goods from woodchips, and I believe I have a factory that turns lumber into general goods, but that might not be built-in. (I know I got a goods factory from Tafweb but I don't recall if that's the only one.)
There are warehouses which may load and/or unload general goods.
Edit: I think there may be some Coal and/or Nuclear power plants too, though I don't recall if they're industry interactive.
