Can there be a Picture Resizer at all?

Since Auran's Fourms don't have a suggestion box for improvement to the forum itself,(probably because people would abuse it and spam it with nonsensical drivel that don't help anything) I figured I could post this here. (It would be nice if any of the admin or moderators could at least read this before it falls into every other aging thread and topic or gets deleted if anyone feels it doesn't belong)

Question: Just my question to ask about pictures that are just too big. Is it possible to add a picture resizer and/or limit?

Reason: Some of the pictures I put on some of my posts here just seem to take up too much space in the entire thread. And when I resized it on a separate site, the image weren't available. So I feel this is a solution(I suggest if anyone backs me on this a resizer should be added)

Idea: In the toolbar when a picture is too big, you can highlight the image and click an icon in the toolbar. Then it will show a menu of how much you want to shrink it(25%/50%/75% or Custom). Simple.

Furthermore, it was only a suggestion since I felt like I was posting too big of pictures and I didn't want people to see only the coupler and nose of an engine in one picture and a person viewing has to scroll both vertically and horizontally to see one picture(yeah. slight exaggeration) If anyone want to reply on if it is a good idea or not, please do not hesitate to reply. (Just keep it kind and cordial. No one likes to be insulted)

Example(I wanted to use this picture in the Jointed Rail Locomotive Suggestions but it just seems to take up a lot of space in the page):

So there is little point is requesting changes here.

Personally I don't find it difficult to get my screenshots to the right size (using GIMP) before uploading.

Generally, when an 'image size' tool is available on a forum, it simply forces the image to display at a smaller size. It doesn't actually 'resize' the image, meaning that you will load a larger image than necessary. As such, adding one to the forums isn't going to provide much advantage (most web browsers will automatically 'shrink' the image to fit the screen as well).

There are many free image viewing/editing programs around, such as Irfanview, The Gimp, FastStone, and many others. I personally use FastStone, which is very easy to use, but I know many others who use Irfanview, and others quite easily.
