no, its all about real world routes, for suburban routes, high speed routes, international routes, subways, light rail and the stock to go with them! as well as other things, like aircraft!
I am not a fan of Discord, but I don't think putting a link here would bother too many. I would not consider it SPAM and people have a choice whether to click it or not. If it is going to be oriented to T:ANE maybe you will want to post it under the T:ANE forum.
Sets a precedence that allows several interpretations that could seriously distort the purpose of this service. It serves no value except to the author who has not submitted the rules for the use of his channel. Bad precedence.

Think what you are asking is "Can I post advertisement?" and I think rule 13 gives an answer to that.
I personally (so not as moderator) don't see any added value in (another) Discord for the topic you describe. There already is a forum and a Discord for the topic you cover.
As a moderator, my interpretation is "no, you shall not post advertisement".
Advertising your own content releases, in the appropriate area, is fine & allowed. As a moderator, I would agree with okno that a straight ad for your discord would not be allowed.
@fenchurchst333 - Usually, in a any video game, one makes a group of friends first, that play together often/regularly... then someone gets the idea to setup a discord server for the benefit of the group, and if it takes off, and the group wants new members, recruiting rules get setup. Personal invites start to go out to potential members met in-game.
You can setup a Discord recruitment topic on the Steam page for the Trainz Sim version you're using. On here (this forum) you can individually invite member that you have established a forum friendship with. This can be done via PM, with a simple question.
But soliciting members, via dedicated topic is a no go, as @PerRock and @oknotsen have already stated.
