How do I know that a product was produced under the requirements of TCCP?
A route on the DLS, for instance, can it carry a "Produced Under The TCCP" " label?

The only way to get something produced under the TCCP is from the Trainz Content Store. If someone is saying it's produced under the TCCP and it's on the download station, it would not be true because they can't give you a packaged product that way, which is not how the TCCP works. All TCCP products contain all the assets you need in one .tzac file.

I would say they mean, it was tested on the TCCP, that would be more accurate
