Photoshop, lol. erm...CS5 if that helps.

But that's not the only program...I'm sure GIMP, Paint.net or Photoshop Elements will also work.
 
GIMP can produce some awesome reskins if you put some time into it.

I made reskin kits for all of my steam locomotives and I love how every one turned out.

GIMP can take you a long way.
 
Put in work, practice on some track (or whatever you are skinning), although MAKE SURE TO PRACTICE ON DUPLICATE ASSETS...MAKE A COPY AND RESKIN THOSE, DO NOT USE ON ORIGINAL. Not yelling, just saying if you mess up on a carbon copy, that's better than having to restore your original track assets countless times.
 
Practice. Put time in and practice, then again that doesn't need to be said. That goes for... Well that goes for anything!!

ALSO MAKE DUPLICATES!!!!!

Eastbound bomb-train #622 trudges through Madison. An LER motor was volunteered
to lead the tanker after CP 5982 gave up a cylinder a few miles out of town. The 6002
will most likely return to property the next day on #471.

The local co-op switcher leaves its post at the community elevator to spot-and-replace
three for three hoppers up the way a few miles on the RailNet's Lakewood Sub mainline.
