I think your trainzbuild is 1.5 or 1.6 ... which is very old
If your game was pre-rigistered by someone else it will not be registerable by you (unless you have the previous owners username and password).
If your PC is slow, and has integrated graphics, you won't be able to run TS09, TS10, or TS12 with very good framerates
A PC with a CPU speed well over 1.75 GHz, that has a 1-2 GB video card, should run TS09, TS10, or TS12 with very good framerates
You definately need a FCT in order to download Ultimate Trainz Collection assets from the DLS, but that is not guaranteed ... You may have to buy TS10, or TS12 to get on the DLS.
I don't know much about Ultimate Trainz Collection how it goes about importing CDP's into the game
For low end PC's, TRS2004 is as low as I would go, and TRS2006 is slightly better ... I would recommend TS10 or TS12 if your PC is fast enough
