Another "What is this Engine Classified as" Post!

Ok, so I've been speculating. Is the RWS James the Red Engine as seen here:

The same as a Fowler engine as seen here:

I've been questioning this for a few weeks now.

If we are to compare James to Sir Henry Fowler's locomotives, James is closer to the 3F (tender locomotive version) than the 4F:

I say this mainly from the cab and the boiler, though this example does have a round-top firebox as opposed to James's Belpaire one. This is also an earlier Midland Railway 3F; I couldn't find a good picture of an LMS-built 3F. Those do have Belapire fireboxes much like James's.

This is a tender version of the popular Fowler 3F 'Jinty' tank. It has a smaller boiler than a 4F and as such, matches James's more closely.

I find the inclusion of a small 4-wheeled van between the two sets of two coaches very odd. Maybe someone with more knowledge than I in BR's passenger workings could elaborate?
