Animated steam and smoke scripting

do i have to make a mesh of steam realeasing or is there another way, if I have to make it of steam releasing can someone show me how to in blender?

Steam effects are added using the smoke container tags defined in the TRS2006CCG or CCGTC, page 391-394.
