About gradient signs, were they rounded up or down?

With the gradient signs, like the ones we have over here in the UK with the two arms, how were they calculated?

Because surely a gradient wasn't exactly as it is written on the sign as it changes over distance and I doubt they put a signs down multiple times in a short distance?

Or were gradients built at specific grades? :|
