It's Jerker's "VR Flashing Light/Boom Gate Level Crossing Kit" it can be found on the DLS, though it's an ATLS function, so you'll need the ATLS trigger, ATLS NRC traffic stopper, ATLS slave and the ATLS controller.
If you need help setting it up PM me and I will assist you.

You should have a look at NormP's "Helensvale to Nobby Beach LRT" route.

I downloaded it today and it's quite heavily detailed. Here are a couple of shots,....

I'm having a bit of fun on Norm's "Helensvale to Nobby Beach" route.

Installed the MK Vl Monorail Gold Cab & Car and running it between Jupiters Casino and Broadbeach Shopping Centre stations on a loop.
An opportunity to also run some QR EMU's between Helensvale and Robina on the 3'6" track which is set further westwards.
This route has Trams, EMU's, Monorail and Helicopters - just what you'd expect on the Gold Coast.
