How can scale-model trees be designed to have branches that "move in the wind" and look realistic?

How about a scale American flag on a pole in the wind?

Giant fans in the train room on the ceilings that make loose objects flutter?

Robotic trees with internal machinery to shake the limbs?
 
In a real model train room, get a tall industrial 24" fan, or a 386 mph leaf blower, that should get things stirred up a bit … In TMR I don't think it is possible to simulate a tornado, or wind storm … However, you can simulate a thunderstorm with a 3/4" garden hose, and wet down your 4x8 platform

You don't. It always looks like an isolated category 6 cyclone.

The secret to prototypical worlds in model railroads is providing sufficient evidence of calm and stationary environments. It's why you often see things like roadworks or an accident scene to provide an excuse for no moving traffic on the roads.
