How to adjust Post-Processing Effects?

Yep, the web page probably needs updating. That said, you can't screw anything important up - developer post-processing settings are not saved when you exit the game.

When I load my NYCTA subway system that I created in TANE into TRS2019, the ground textures are too dark and the 3D objects that I created in 3DS MAX are too light. I tried using the "Edit Environment" tool but there are too many dots around the clock.

"Edit Environment" is definitely the tool to use to correct lighting. Perhaps start by resetting the lighting to default, before customising the individual times of day.

I set time dots at (typically with some variations between sessions):-
24:00 - for maximum darkness with some fog
04:00 - to bring the light and fog levels up their predawn levels
06:00 - dawn
07:00 - to start bringing the fog level down
10:00 - to completely burn off the fog
12:00 - maximum light levels
18:00 - dusk
19:00 - increasing darkness and return some fog
20:00 - increase the fog
