One of the cities near us (Caldwell Idaho) is passing legislation that UP will not even use the horns in the city. They are on the main UP haul route between Portland OR, and Salt Lake City and points east across southern Wyoming. They are going to rely strictly on the crossing gates. Apparently, people are getting tired of 17 trains a day blowing their horns like they have been for decades, so they are going to try doing without them. They are planning improvements to the gates so drivers will not be able to go around them, so hopefully they prove adequate, even to pedestrians, motorcycles, bicycles, etc.
