I did a database repair a few days ago

To fix the Multiplayer on the Mojave sessions, and when I went in the game to join some friends... all of a sudden, "Dependencies could not be downloaded because it is not on DLS" I have all of the deps. What's wrong?

Check for errored out items. If they are there, view the errors and the errors will disappear. If the errors do not disappear, then the asset is actually broken.
