The same reason why the Treez Pack doesn't work and some of Zec's Christmas consists and locomotives aren't. The content needs to be seriously updated in order for it to work properly in anything above TS12. I extracted the content from the .JA files and brought everything into T:ANE way back in the beginning and it caused T:ANE to crash to the desktop. There are script issues among other problems that the new versions don't like.
