You need to clarify a few points.

What are you attempting to download (what is the "something")?
How are you attempting to download it? For example: are you attempting to download an asset from the DLS using Content Manager or are you using the (now old and mostly obsolete) Web Pages?

Among the many possibilities that have been known to cause downloading issues (mostly from the DLS) are:-
  • Is your AV program blocking the download or attempting to scan it during the download it thus preventing Trainz from completing the download? In this case add trs22.exe to you AV realtime scan exclusion list.
  • Are you using a VPN? Some (but not all) are known to block DLS downloads. Try deactivation your VPN to see if that makes a difference.

OK. I have never done it that way so I just tried it after deleting some route dependencies that were downloaded from the DLS.

The orange icons are broken link symbols that appear on the thumbnail image of a route or session in the Surveyor Select a Route screen. They indicate that the route or session is missing dependencies, as you mentioned. Clicking the route thumbnail immediately loads in Content Manager and lists all the dependencies of the route or session that you clicked from the Surveyor Select a Route screen. You learn something new every day with Trainz.

You can reach the same point, but not as quickly, by opening the Manage Content option from the launcher window to load Content Manager then right clicking on the route and selecting the option List Dependencies.

I normally click on the column heading Status once or twice to sort all the assets into their status order so that all the "Missing Dependencies" appear at the top of the list. I then select all of them, right click on one of the selected assets and select the option Download.

I do not know what is causing your intermittent (sometimes it works, sometimes it does not) download problem but I suspect that the problem is probably not with Trainz - so downloading the program again will make no difference. If it is the subscription version of Trainz (Trainz Plus) that you have then it automatically comes with an FCT which gives you faster downloads and no download limit. If it is TRS22 (either version) then the lack of an FCT may be the issue as you will have restricted download speeds and a maximum number of downloads per day.

In addition to the DLS content, he needs to download and install content from the Content Store. There are many assets, as we know very well, that are packaged, and it's possible that this is the missing content he's searching for. I'm also going on my gut here due to the vague description.

His intermittent network issue is something else. This could be a number of things including his ISP, network connection, in particular a wireless network. Some wireless connections will disconnect when the load is too high, and the only solution is to use a wired connection instead.
 
I was also trying to write that if he is in CM, it would be useful to add the
authorized = true
rule. Then RailfanJohn1 would not be seeing anything that the DLS would not let him download.
 
like i said, i think it's just that for some reason the window is not selected sometimes when it shows up, but most of the time it seems to work fine, it's not blocking me from downloading when i click download asset or whatever
