It's to stop AI, spammers and other scum from posting garbage and ads all over the place.

I think one purpose is to reserve a place where asset creators can discuss technical matters with less chance of the thread being hijacked or diluted by others. It means searching for solutions to creation problems can be more fruitful if the search is concentrated on one sub-forum.

Just like Stonegate and Dinorius_Redundicus have said it's mainly to prevent spammers and slop that don't make any sense in the specific sub-forums.
However you can request permission to access these sub-forums by going to the trainz help desk.

Just a simple asking message will do, it doesn't have to be too professional ask nicely and no rudeness.
