I was looking up the famous steamer, Whistling Billy, and found this nifty railfan site.

Whistling Billy (down at the bottom of the page) is a little 2 foot gauge 8 ton Porter used by the Merced Mining Company, near Coulterville, California.

In case you need it, this Merced loco is on Trainzone, together with Merced ore cars. There is also a 3 foot version of the loco.

It might have towed one to refuel for longer trips, but it was a saddle tank engine, so it didn't need one normally.
