so which version should i get, it looks if the living railroad is only on plus or gold, was interested in that feature, however not happy on paying ever year for the game, so which version should i look into? thanks

Look at https://store.trainzportal.com/pages/trainz-railroad-simulator-2022 and scroll down to Product Comparison.

In a nutshell. TRS22PE gives you the following that TRS22 (standard) does not:-
  • 5 bonus routes & 21 bonus locos
  • Over 400 locos, cars & wagons
  • New world builder (Surveyor 2.0) but the original Surveyor Classic is still included as an alternative.
saw that web page, just paying ever year is a kinda a turn off. but some of the other features i like.

The price points for the Trainz product in US$ are now $518 (4 years of Trainz Plus Gold (paid annually)), $278 (4 years of Trainz Plus Standard(paid annually)), Trainz22 Platinum now $69.99, or I think $79.99 when bought in 2022 - 4 years ago. I prefer to buy the product outright and have not wanted to pay $US518 or $US278 for Trainz. I wonder if we will get another standalone version to purchase? The usual period for the 'old-fashioned' standalone next version to be for sale is 3/4 years (i.e. TS12 in 2011, TANE in 2015/2016, TRAINZ 2019 then Trainz22 out in 2022). The other subscription downside is that if you stop paying monthly you lose all access to the product, including old routes and your own routes, sessions and other work.

Yah on losing stuff paying monthly fee, leaning toward the one time buy

Trainz Plus is also available on a monthly basis for $7.99 per month. You can cancel at anytime. Given that a FTC costs $5.99 per month, you are only paying $2 to get to try out Trainz Plus for a month. I do this to check out new features and then cancel before the end of the thirty days. Then in 6 to 9 months when they come out with an update that interests me, I turn on the subscription again. Trainz Plus Gold is $13.99 per month if you want to try out DLC packages.
