Yep, there is a Surveyor in TC. However, TC apparently does not include much of the built-in content from TRS2006 (as far as I know), so routes from TRS2006 and earlier might have several, if not many missing dependencies in TC.
You would likely be able to pick up copies of UTC and the original Trainz cheaply on eBay. UTC should be sufficient enough, and content for it is often similar, if not identical, in configuration to content for Trainz 1.3 (the latest patched English-language version of the original Trainz). Make sure that you buy only original brand-new still-sealed never-used copies of any version of Trainz; this is so that you can register them with you Planet Auran profile and have them show up next to your username on your posts here on the forums.
