Where the Wheather and time settings in Driver-editor?

As these are session dependent, they are in the Edit Session dialog box. The item required is the Startup Options and if it does not show in your list then hit the Add button to include it in your session.

In Session edit mode, look for the menu item Edit Environment.
In Driver mode, go to the 'Window Menu' icon (top left icon bar) and click on Session Options to get access to drive-time weather settings.
