What the track?

You can either clone the route & use 'Replace asset' in surveyor to use a different track, or open the route for edit & edit the config. to reference a different track.
 
I assume you used the new in-game downloader in TS12 SP1. Make sure that all the dependencies downloaded okay by viewing the route in Content Manager.

You can't use replace asset on the missing spline, if it's a road and a track missing how do you get one to replace separate from the other? And the missing spline spline doesn't show up in surveyor.

You get "one to replace separate from the other", because each asset has it's own UNIQUE 'kuid' number, this tells surveyor EXACTLY which item you are wishing to replace. ;) That is why we use kuids (part numbers in any stores application) to identify individual items.
 
You also can't change any assets in the config.txt. This does not work. The assets reference is kept within the route data files. What's listed in the config.txt file is for something else that I can't remember at the moment. Shane or someone else can fill you in on that.

Generally when a track shows up missing, it means that it is either faulty or the route you've downloaded a route meant for a higher version than you have installed.

Try this, find the kuid for the track, clone any track, open for edit, move folder to desktop and change the kuid to the missing one, revert or delete the clone, then import the folder from desktop, that will then give you some track with the correct kuid if not the actuall track, that you can replace in game with the correct one.
