Apparently it's built in to the Windows versions from TC onward, perhaps you can find it in 2010. There is a thread where one user simply removed the reference to that kuid from the item:
This one keeps on popping up as a missing dependency for locos.
It's called steam3 and is a TC3 built in smoke texture. There's a link to a site that has it on my original thread for the release of the LN locos.
If you have trouble locating a copy, PM me and I'll send you one of my own custom smoke textures to replace it.
