Supposedly they plan to patch 09 to be more compatible with 10. They're only on SP3 at the moment with SP4 to follow.

I downloaded said patch but now, when im in surveyor, I try to click the little tabs to open stuff like buildings and trains and the game freezes. I don't know what to do about it!

I believe the patch to Sp4 makes a lot of your existing content obsolete. It's like installing 2010. Try doing a EDR in CM2. That should repair most of it.
