What is the Poland Project

Perhaps some of you guys know the answer to my question. I've seen numerous photos of ex-Amtrak F40PHs having their engines removed for something called the "Poland Project." I'm just curious as to what their purpose would be. Replacing worn Polish locomotive prime movers with the ex F40s? Going in to Polish ships? Or is the name just misleading and has nothing to do with Poland at all.

They're taking the engines out of F40s, sending the engines to Poland, putting them in former soviet M62s owned by Rail Polska, installing a dash-2 electrical cabinet, thus resulting in a Euro SD40-2.
