What controls head light brightness?

I like to ride at night sometimes, but some of the headlights on my locos are pretty poor and barely light up the tops of the rails. What controls the headlight brightness and it is adjustable somehow, my editing a setting?
 
Sumone more knowledgeable may come along with a better answer but i think you can only change the brightness in the config of each loco, Not in your setting's in game if that's the setting's your referring too.

Headlights - low and high beam
Locomotives can run with normal or dimmed lights (high or low beam), use the Shift + L key in Driver.
The intensity of the light may be varied by adding the following tag to the traincar config.txt file:
low-beam-value
1 = normal size or intensity
2 = (default) half size or intensity
0.5 = twice size or intensity

You may make the lights brighter, but the illumination they produce may still be poor. On some tracks they glow more than others. Also, I can switch the lights ON, but they don't illuminate until past 6 PM when is too dark. I have played with the time of the day to compensate, and some buildings may show more reflections or nothing. In a tunel, unless is night time, you can't illuminate the interior. Is there a way to be able to adjust the time when the scenery get's illuminated by the lights of the loco?
 
You can add this tag in your nightmode settings if your locomotive has any such setting in its configuration and that is what these do below.

From the DevWiki, which is a pain in the proverbial to find what one needs:

nightmode

Only add this tag if you reference a default-night mesh in the mesh-table. It is mandatory if you want a night mesh to show. Values: home, lamp or constant.
Home - switches on night effects at dusk and off sometime during the night.
Lamp - switches the night effects on from dusk to dawn.
Constant - lights are on day and night.

So I guess, if you already have "Lamp" in your locomotive's configuration, change this to "Constant" and it will do just that. IIRC in TRS04 one could even set the time of day/night this was activated but as said, I could not find this in the DevWiki.

I found this old post when looking for info about how to keep the headlights on for tunnels. But surely this doesn't refer to the headlight, isn't it for interior or cab lighting, ie things that are part of the mesh?
