Wait for trigger rule

Can anyone please enlighten me as to where the "Wait for Trigger rule" has gone? I cannot find it anywhere on the DLS. :o

Be careful with "wait for trigger". It works as intended and is a fundamental rule for anyone wishing to do more than what was possible before. But it will slow down the reaction time of the menus. For some reason, when you activate the rule for use, when you click on any menu to do things like "drive to trackmark" or any other, it takes several seconds to show up, in Surveyor or driver. So far even deskhelp has not given any solution, as "this is a rule created by someone else.." Once again, if anyone knows how to solve the problem, please say something here..

So far, (Knock on wood) I have not had any menu delay when using the asset/rule. All menu's and windows open and close at the same speeds for me.

When you try to add another command, the game fetches the entire list of vehicles and triggers as well as the list of industries and trackmarks (for the Navigate To/Via commands) before it lets you choose the command.
 
So the question here is why it is slow for me? And I have this condition since 09. As it is now, I de-activate the rule when I have to change things so as not to have to wait, and when I run trains, I make it active, albeit accessing commands is slow... Am I doing something wrong?
