yes sometimes they do fall into quite a state. i guess the excuse would either be the area they operate, or the sheer number of locomotives that has to be washed.

Yes that would make a lot of sense the numbers alone would make it almost a impossible task most of out train operators would look like shortlines up next to your class one railroads.
