Yes. Its a federal Railroad rule that any car ages 50+ cannot be used for regular freight transport and/or must be retired, or religated to one-system work(ie, a Coal railroad that doesnt interchange cars)
Every freight car applies for this reason because with its age, it has more of a liking to fail. (brake lines, couplers, journal boxes, etc.)
