Yes it is. The camera angle makes the gap look bigger than it is, but you can see clean under the boiler under normal circumstances, see the photo on this page

I think it is according to the pictures I've seen of this engine. It's Ben Neal's model, you would need to ask him.
The Russian Decapods in general seem to sit pretty high up.
