UP Trackage Rights through the BNSF Marceline Sub

Does anybody know why Union Pacific doesn't run nearly as many trains through the BNSF Marceline Sub as they used to? I see older videos from about ten years ago that show UP autorack and intermodal trains running through the Marceline. Now they only run ZCIG4 and its sister train ZG4CI through. Was it a money issue or, a contract dispute?
