Unbalanced sound effects with steam locos in Tr 2009

The "chuffing" of steam locos (in Tr 2009) is very subdued relative to the noise of wheels passing over junctions. I changed from Windows XP to Windows 7 fairly recently but can't honestly remember whether there was such a serious problem before the change. Incidentally the sound of some church bells is deafening !! Suggestions on how to fix this problem will be welcomed.

I'm not really familiar with TS09 but maybe there is a volume control that you can set how loud the wheels of the trains are? Check under "Sound Settings" or the equivalent.
