TS2009 and windows 7

I have a laptop with intel965 integrated graphics and have recently upgraded from xp to win7.
The game ran very smoothly on xp albeit with quite low framerates. Since I installed win7 with latest graphics drivers the framerate is slightly improved but I keep getting these irritating "stutters" and surges which occur more often at higher framerates.
I have tried altering sliders and settings and experimented with trainzconfig.txt but to no avail.
Does anyone have any ideas what might be causing this and how I can fix it?

You have a notoriously poor graphics chipset. Intel integrated graphics are not much good for games unfortunately, and as the system is a laptop there is little you can do about it.
