The route came with a third rail on some tracks. I want to delete it. It appears to be non-track objrct spline. I can make a new section of the third rail and move or delete it but I cannot delete or move the original. Name is MN Third Rail.

Try attaching a piece of track of a different kind (that can be deleted) to the 3rd rail, and then deleting it. I have had success with this method when trying to get rid of rogue tracks.
Sniper297's method may work, but then you have lost all your layers. This certainly wouldn't be a satisfactory solution for me! (I use lots of layers.)
