The 2004 World Manager is a utility which supports UTC and TRS2004. Not that I've ever used it, but it the functionality appears similar to Content Mangler that we have from TRS2006+.

Well i did contact them (since they emailed me the email address to the support) but i have no reply. Even when i sent a PM to the user CAB, but no reply ether.

I'm not sure what timeframe has elapsed with your issue, but CAB's last activity here was March 27th according to his profile. So he does drop in... just not daily. All I can recommend just being patient for now.
