It's possible to remove the restrictions from any folder and its subfolders in the Program Files folder. I have done so, but nevertheless still run Trainz as an administrator.
I posted on the TrainzProRoutes forum a while back a command that can be run when running the Command Prompt as an administrator to automatically copy everything out of the VirtualStore folder into its original location, but I believe it overwrites any destination files that already exist so it probably would work better for TRS2004 than a newer version like TS2010, so the Import Content function in CM as has been recommended in this thread might be best for such newer versions.
