Trainz paint shed....

I have been wanting to simply re skin trains

Where can you get Trainz Paint shed and have it work with Trainz 12?
If you can get it, is it free?

You cannot purchase a new version of Paint Shed, and it will not work with any version higher than TRS2006.

To reskin locos in TS12, get a programme like Paint.NET, GIMP or PhotoShop. Then you clone the loco, open it for edit in Explorer, and open its texture file (usually a .tga) in the graphics manipulation programme you downloaded.

When finished, you can save the texture and then commit the asset in Content Manager.

Actually, where would you find the .tga files? I have made the MN Bombardier M7A editable in explorer and I can only find the .tga file for the doors.

If it is a built in model you first need to run your clone through a piece of software called images2tga, this will convert the .texture files into editable .tga files.
