For the Trainz route I've been working on, going from a lower elevation to a higher, I can't keep the track gradient percentage under about 2.5 % from climbing up a couple tough hills.  This a route that's been around since the mid 1800's.   A track worker for this section told me that the highest grade is between 1.3 and 1.8% in real life. 
Is the Trainz gradient measurement accurate , or how would you try and resolve this ?
