The built-in Queensland route??

Hi folks, I'm just wondering if anyone would know who the creator of the default Queensland route is. I'm thinking of improving on it, ie, texturing, industries etc.

I just need to know so that I can request permission to upload it to the DS. I haven't started on it yet, but I'd like to know before I do start so that I'm not wasting my time if they say no.
