I would like to reskin some rolling stock, but I don't know what program to use to edit .texture files. I have googled it and everything, yet cannot find anything.

Anyone know of a program to use?

Use PEV's Texture to TGA to convert the texture files into TGA files, which can be used with Paint, Gimp, etc.

If you don't already have a favourite paint program I highly recommend Paint.net, free and open source. It has loads of plugins, including a normal map filter.

Word of warning - if you work with TGA files, be sure to save them in an uncompressed format, otherwise Trainz won't accept them. Also, don't use any kind of lossy format like JPG, at least not while working (you can use it in the final texture, if you're willing to sacrifice quality.)
