Unfortunately I don't think there's a way to remove that loading screen/splash screen between the routes menu and Surveyor.
If you are only viewing the loco you can preview it in Content Manager. Right-click on the locomotive, even a route for that matter, and choose Preview. You'll get the splash screen and a mini-Trainz version will load up which will display the asset. You can spin it around, look at it in various positions, and even check the performance by loading various copies of the same asset.
If you want to fiddle with the engine spec and test it out, check out the Test Track. This allows you to test things and apply them to a new enginespec if you find some changed parameters to your liking. It doesn't work with steam locomotives yet and that's in the works for the sometime soon(tm) for the future.
